When people think about water quality, they usually think of filtration (if you need a good filter, please check this link.) But even the purest of water, if it is not properly structured at the molecular level, is not able to do what it is intended to do: hydrate, bring in nutrients and take out waste. So you can be drinking a lot of water, be waterlogged, and still be dehydrated, because the water does not get into the cells.
